Industrial Policies
-----Foreign-invested projects established in Guangxi in the forms of Sino-foreign joint-venture, Sino-foreign cooperative, sole foreign investment and other forms must conform to the laws and industrial policies of China concerning foreign investment.
-----Catalogue for Guidance of Foreign Invested Industries and Catalogue of Competitive Industries for Foreign Investment of Guangxi are the guidelines for examining and approving foreign-invested projects and foreign-invested enterprises.
-----Foreign-invested projects belonging to the encouraged part, in addition to enjoying the specified preferential policies by the laws and administrative regulations, are allowed to enlarge the concerned business scopes upon approval if they engage in the construction and operation of the projects that require great investment and long recovery period, including the projects of energy resources, transportation and urban infrastructure (coal, petroleum, natural gas, electric power, railway, highway, port, airport, urban road, sewage treatment and garbage treatment etc.).
-----Foreign-invested projects of allowed part that export all products shall be deemed as the encouraged part. Foreign-invested projects of restricted part that have over 70% of product exportation, if approved by the People's Government of Guangxi Zhuang Autonomous Region or the competent department of the State Council, shall be deemed as the allowed part.
-----The projects listed in the Catalogue of Competitive Industries for Foreign Investment in Mid and West Regions of China (Guangxi) shall be deemed as the foreign-invested projects of encouraged part.
-----In the encouraged part of the Catalogue for Guidance of Foreign Invested Industries, if conforming to the following conditions, the foreign-invested projects shall be deemed as the projects that require the comprehensive balance by the State.
1. Basic construction that need central budgetary investment, loans from the policy banks of the State, supports from the banks of ICBC, CCB, BOC and ABC as well the State's discount interests, foreign-invested projects with technical improvement loans, as well as the joint-venture and corporative projects with foreign investors that conform to the aforesaid investment and that are invested by the state-owned assets of government debts.
2. The foreign-invested projects that in connection with the national economy and livelihood of the people as well the distribution of productivity.
¢ÙInfrastructure projects. Including railway, highway, bridge, tunnel, port, civil airport, pipeline transportation, urban subway and light rail, thermal power station, nuclear power station and comprehensive water conservancy (including hydropower) projects.
¢ÚKey industrial projects. Including manufacture of urban rail transportation equipment, production of elf-changing gearbox, oil refinery, chemical industry as well production of paper pulp, cement, plate glass, chemical fiber and raw materials, secondary cellulose acetate and tows, chemical fertilizer and agricultural chemicals etc.
¢ÛElectronic equipment and communication projects. Including digital mobile communication production, manufacturing of synchronized transmission equipments of or above 2.5Gb/s, asynchronous transfer exchanger, digital cross-connection equipment, data communication multi-media system equipment, new-technology equipment supporting communication network, equipment of switch-in communication network, ISDN, monomode fiber, satellite communication equipment, new-type display apparatus (flat-panel display and monitor), compatible digital television, HD television as well air control equipment etc.
¢ÜAerospace projects. Including manufacturing and designing of civil planes and spare parts, aeroengine and on-board equipment, light combustion turbine, commercial satellite and spares, as well as payload designing and development of application technology, designing and manufacturing of commercial carrier rocket etc.
¢ÝMining industry. Including prospecting and mining of gold, development and utilization of rare earths etc.
3. The projects that require the approval from the State Council according to the relevant laws and regulations, projects using forest land as well the projects that consume great water resources and may cause damage or pollution to the fresh water.
4. The projects that require import and export quotas or licenses approved by the State.
5. The newly-introduced methods of foreign investment by the State and the experimental projects in new development fields.
Major Preferential Tax Policies
Foreign-invested enterprise in Guangxi, with more than 25% of the total registered capital by foreigners, will share the State¡¯s Polices for the Coastal Opening Area and for the Frontier Opening Area, Policies for Western Development and special preferential policies for the minority autonomous regions in China.
-----Preferential policies for income tax
1. Policies for the West Development Strategy: Foreign investment in projects encouraged by the Catalogue for the Guidance of Foreign Investment Industries or listed in the Catalogue of Mainstay Industries for Foreign Investment in Guangxi and the resulting revenue accounts for 70% or above of the total revenue of the Foreign-invested Enterprise, the corporate income tax will be levied at the rate of 15% during the period of 2001 and 2010.
2. Policies for foreign-investedManufacturing Enterprise: Foreign-invested manufacturing enterprises, planning to operate for over ten years, shall, starting from the first profit making year, exempt from corporate income tax for the first two years and levied at half amount of corporate income tax for the following three years (¡°2 years¡¯ Exemption and 3 years¡¯ Reduction¡± of tax holidays for short).
3. Policies for the ¡°Two Types of Enterprise¡±£º ¢Ù ¡°Hi-Tech Enterprise¡± (Recognized by The Foreign Investment Administration Office of Guangxi Zhuang Autonomous Region), besides enjoying the ¡°2 years¡¯ Exemption and 3 years¡¯ Reduction¡±, can enjoy a further tax holiday of ¡°3 years¡¯ Reduction¡±.¢Ú ¡°Export-oriented Enterprise¡± (Recognized by The Foreign Investment Administration Office of Guangxi Zhuang Autonomous Region), after enjoying the tax holiday of ¡°2 years¡¯ exemption and 3 years¡¯ Reduction¡±, should its export value take up over 70% of the total production value, it would enjoy a further tax holiday of ¡°3 years¡¯ Reduction¡±.
4. Policies for Re-investment with Profits: ¢Ù Re-investment with profits gained from the Foreign-invested Enterprise to increase its registered capital or to set up a new enterprise planning to operate for at least five years, can apply and be refunded 40% of the corporate income tax of the reinvestment amount, under the approval of tax bureau. ¢Ú Re-investment with profits gained from ¡°Hi-tech Enterprise¡±, or ¡°Export-oriented Enterpriser¡±, to expand the enterprise or to increase the registered capital planning to operate for at least five years, can apply and be refunded all of the corporate income tax of the reinvestment amount, under the approval of tax bureau.
----- Preferential Policies for Import Duty and Value Added Tax
1. Policies for Import of Equipment:¢Ù Equipment imported by Foreign-invested Enterprises of encouraged project, shall be exempt from import tariff and value added tax, except for equipment listed in ¡°Catalogue of Non-Tax-Free Import Commodities for Foreign-invested Enterprises¡±. ¢Ú Equipment imported by foreign investment export-oriented enterprises shall be subject to import tariff and value added tax at first. Then, from the first date of this enterprise starting operation, the tariff and tax collected shall be refunded by 20% per year for five years, under the condition that authoritative offices have proved all products are for export.
2. Policies for Imports of Components and Raw Materials: Imports of components and raw materials for producing export commodities (including imports of quota commodities, special registered commodities and other commodities), will be supervised by the customs as bonded commodities and exempt from import tariff and value added tax.
3. Policies for Export Products: Foreign-invested Enterprise exports its products shall be exempt from export tariff. The relevant corporate income tax shall be proceeded by exemption, countervailing or refunding. Exemption refers to that value added tax at production and sales shall be exempt. Countervailing refers to that tax collected from purchase of raw materials, components, fuel, energy, etc. shall countervail tax payable for products not export. Refund refers to that, when tax refundable for export products exceeds the amount collectable, the exceeding amount shall be refunded.
----- Preferential Policies for Special Areas
Income tax to be levied at the rate of 15% on a long-term base will be applied to the following enterprises:
¡ö Foreign-invested manufacturing enterprise established in Nanning Economic and Technological Development Zone;
¡ö Foreign-invested Enterprise engaged in construction of ports or wharves;
¡ö Foreign-invested Hi-tech enterprise established in Nanning New and Hi-tech Development Zone;
¡ö Foreign-invested Hi-tech enterprise established in Guilin New and Hi-tech Development Zone
Income tax to be levied at the rate of 24% on a long-term base will be applied to foreign investment manufacturing enterprise established in the following cities and counties:
¡ö cities of Nanning, Beihai, Wuzhou, Qinzhou, Yulin and Fangchenggang;
counties of Hepu and Cangwu, Pingxiang and Dongxing.
Policies for Examining and Approval of Land
-----Modes of gaining land use rights for foreign-invested enterprises
1. Assignment with fees of assignment
The government shall transfer the land use right to the land users for a specified period, while the land users shall pay for the fees of assignment. The land users may acquire the land use rights through bidding or auction and signing agreement with land administration bureau. After paying all fees according to the entered agreement, the land user may obtain the Land Certificate.
The land use rights acquired through these means shall be transferred, leased and mortgaged. The longest periods for land use rights are:
(1) Residential land: 70 years.
(2) Industrial land: 50 years
(3) Land for education, science, technology, culture, sanitation and sports: 50 years
(4) Land commerce, tourism and recreation: 40 years
(5) Land for comprehensive or other purposes: 50 years.
2. Paid transfer
A land user shall be allowed to transfer the land use right to another land user on paid basis. Transfer of land use right shall enter agreement of transfer. The period of land use right for the land acquired in this method shall be the remained period after deduction of the used period.
3. The conditions for using land use rights as the shares of joint venture and cooperation.
If a land user evaluates his land use right as the shares or conditions of joint venture or cooperation with other units, or establishing joint-venture or cooperative enterprises with other units or individuals, such mode of cooperation shall deal with necessary land use formalities in the land administration bureau. If the land belongs to administrative assignment, the formalities for transfer of land use right shall be obtained. In this case, the fees for assignments shall be paid.
4. Leasing of land use rights.
A land user, as the leaser, shall enter lease agreement with the leasee if he lease out the land use right along with the ground attached building or articles to the leasee. The leasee must pay rent to the leasor according to the agreement. If the land for lease belongs to administrative assignment, necessary formalities for transfer of land use right shall be obtained. In this case, the fees for assignment shall be paid.
----- Modes of acquiring use rights of collective land for foreign-invested enterprises
1. The collective land must be acquired as the state-owned land before being transferred to the foreign-invested enterprises. Collective land are not allowed to be directly transferred or leased.
2. Rural collective economic organizations or township enterprises that evaluate collective land as the shares or cooperative conditions to establish join-venture and cooperative enterprises with foreign investors must be approved by the people's government of county level. In this case, the property right of the collective land for these projects shall remain unchanged. The shares of collective land are not allowed to be transferred.
-----Procedure for foreign-invested enterprises to acquire land use right
After obtaining the Approval Certificate and Business License, a foreign-invested enterprise shall apply to the land administration bureau of the people's government at or above county level for land use right in the means of paid assignment, paid transfer and lease of land use right. In this case, it shall enter agreement on paid land use right with the land administration bureau. The land administration bureau will issue Approval Certificate of Construction Land. After paying the fees, the land user must handle land registration formalities and apply for Land Certificate according to necessary regulations.
----- Power of authorities for examining and approving land for foreign-invested enterprises
1. Acquisition of the following lands shall be examined progressively by the local people's governments at or above county levels and submitted to the State Council for approval.
(1) Basic farmland
(2) Farmland exceeding 35ha. other than basic farmland.
(3) Other land exceeding 70ha.
2. Foreign-invested enterprises, which reclaim state-owned waste hills, waste lands and waste beach that have not been assigned the land use right to engage in plantation, forestry, animal husbandry and fishery, must apply to the land administration bureau of the people's government of the county or the city established with districts. Prior to development, the enterprises must gain approvals as per the following power of authorities.
(1) One-time development of less than 50ha. shall be approved by the people's government of county (city).
(2) One-time development of over 50ha. but less than 100ha. shall be approved by the people's government of prefecture or the city established with districts.
(3) One-time development of over 100ha. but less than 600ha. shall be approved by the people's government of Guangxi Zhuang Autonomous Region.
(4) One-time development of over 600ha. shall be approved by the State Council.
3. Foreign-invested enterprises, which use the existing state-owned construction land, land converted from agricultural purpose, land within the range of land requisition as well as the state-owned un-utilized land in the overall land-use planning, shall be examined and approved by the people's government of county or city. Such case must be forwarded to the department of land resources at higher level for records. Temporary occupation of the lands that are outside the basic farmland protection area by foreign-invested enterprises shall be examined and approved by the local people's government of county or city levels.
----- Land policies of the State Council for the West Development
1. Foreign-invested enterprises can conduct bio-environmental protection construction through applying for using state-owned waste hills and wastelands to rehabilitate the vegetation. Under the conditions of availability of construction investment and landscaping works, the enterprises shall obtain the land use right through the means of land assignment. In this case, they shall be exempted from the fees for assignment and the land use rights shall remain unchanged for 50 years. Upon expiration, the period of land use shall be extended upon application. Land use right can be inherited and paid transferred. When the State takes back the land use rights due to construction, necessary compensation must be made according to the laws.
2. The land occupation for the purposes of national and provincial highways shall be handled as per railway. Land occupation for civil aviation shall be exempted from farmland use tax.
3. As for the land use for the purposes of infrastructure construction, under the premise of maintaining the balance of farmland use and farmland reclaiming, the farmland reclaiming fees shall be collected at the lower limit of Guangxi.
Industrial Foundation: Industry
In the recent decade, Guangxi undergoes rapid economic growth. Annual average increase rate is about 9.6%, higher than the national increasing rate compared with the same year. The economic aggregate of Guangxi ranks 17th among the provinces, municipalities directly under the Central Government and autonomous regions in China and the second among 12 provinces and autonomous regions in the west China. In 2004, Guangxi's GDP was up to RBM 300 billion for the first time.
Industry
For years development, Guangxi has formed a complete industrial system, giving birth to a group of competitive industries such as sugar refinery, non-ferrous metal refinery, metallurgy, electric power, automobile, machinery, construction material, food and medical industry. Thus, Guangxi has possessed good conditions for industrial cooperation between enterprises from home and abroad.
-----Sugar refinery industry. The sugar refinery industry holds the balance in the country. The sugar production volume in Guangxi accounts for over half of that in China. The industrial chain of sugar refinery industry is long. The technology of comprehensive utilization has reached the international advanced level, covering the fields of making paper and fiberboard from bagasse, making amino acid, single-cell protein and alcohol from molasses, extracting organic compound such as acetone as well producing compound fertilizer with sludge etc. Meanwhile, the production cost of sugar production in Guangxi is RMB100-200 lower than those in other sugar production areas, showing strong market competitive power.
-----Electric power industry. According to its characteristics of natural resources, Guangxi develops the electric power industry following the principle of keep the hydropower remaining dominant and allow thermal power; lay equal stress on large, medium and small scales; lay equal stress on power supply and power network? At present, Guangxi is expediting the preliminary works for a number of large-scale power supply projects, including hydropower projects of Qiaogong power project, Datengxia power supply project and Wacun power supply project as well the thermal projects of Nanning Power Station, Baise Power Station and Guidong Power Station. The total installed capacity is over 10 million kilowatts. By 2010, the total installed capacity throughout Guangxi will reach 25.60 million kilowatts. By 2020, the capacity will hit about 50 million kilowatts. By then, Guangxi will gradually become an important base for the State's program of "West-to-East power transmission".
-----Mechanical industry. The mechanical industry of Guangxi has 11 branch industries fostering a number of competent enterprises. Yuchai Machinery Co. Ltd. is the largest manufacturer of vehicle combustion engine in China. Liuzhou Construction Equipment Manufactory is the biggest producer of prestressing machines and tools in China. Guangxi Liugong Machinery Co. Ltd. is the leading enterprise of loader production. The production of air compressor, lathe and agricultural machinery has certain scope and the products are sold throughout China and exported to foreign countries.
-----Automobile industry. Automobile industry is a backbone industry which is under unremitting fostering by Guangxi. The three major automobile groups of FAW, SAIC and Dongfeng Motor as well as international automobile manufacturers of GM, Daewoo and Renault have established production bases in Guangxi. Meanwhile, the automobile spares industry has been gradually formed centralizing Liuzhou, Yulin, Nanning and Guilin and the coordinating capacity for the automobile industry has been further strengthened. At present, through availing of the advantages of funds, technology, brand and management of the home and abroad reputed automobile manufacturers, Guangxi enhances the technical improvement of the automobile industry and increases the production capacity. In this connection, Liuzhou Yanghe Industrial New Zone is built as the industrial base of production of automobile spares. Guangxi plans to realize a production volume of 500000 vehicles in 2005 and tries best to become an important automobile industrial base in China.
-----Aluminum industry. Aluminum industry is a pillar industry that has the most development potential and competitiveness in Guangxi. By 2010, Guangxi will form an annual production scale of 5 million tons of aluminum oxide, 1.5 million tons of electrolytic aluminum and 1.2 million tons of aluminum processing, becoming an important aluminum industrial base in China or even in Asia.
-----Integration of forest, pulp and paper.Guangxi is one of the important forestry areas in southern China. The total area suitable for growing forest is 13.60 million hectares, accounting for 57.7% of the total land area and standing in the first place among the key provinces and autonomous regions in southern China for developing quick-growing forests. The current forest area of Guangxi is 9.82 million hectares and the forest covering rate is 41.3%. Main forest species include commercial forest, such as eucalyptus, pine, fir and bamboo etc., and economic forest, such as anise, chestnut, cassia, tung and Kuding tea etc. Currently, Guangxi is integrating the construction of quick-growing forest base with the industries of forest pulp paper and forest board production. As soon as the felling circle comes, the existing one million hectares of quick-growing forest will satisfy the annual demand for production of 5-6 million tons of paper pulp.
-----Ferrous metallurgic industry. Guangxi currently has annual production capacity of 2.5 million tons of steel, 0.6 million tons of iron alloy and 0.8 million tons of manganese ore. In the coastal area, with the advantageous exterior construction conditions of building 200000t deep-water berths and the broad markets in southwest China and the Southeast Asia, Guangxi plans to establish large-scale incorporated business enterprise for steel and iron production.
-----Construction materials industry. The construction materials of Guangxi include cement, glass, talcum, stone and barite etc., having certain competitive capacity in China and reputation in the Southeast Asia. The total reserves of limestone of Guangxi reach 2.37 billion tons. In 2003, the cement production volume reached 26.65 million tons. The arenaceous quartz of Guangxi is of grade and quality serving as the high-quality materials for production of high-quality glass. The known reserves are over 25 million tons, standing in the second place in China. The natural stone of Guangxi includes mainly three series of granite, marble and dolerite, of which, the leading product of ¡°Cenxi red¡± granite ranks at the second place among the 39 varieties of China, showing obvious competitive capacity in the aspects of resources, price and exterior development conditions.
-----Medical industry. Based on the rich resources of Chinese herbal medicines, Guangxi can produce 13 dosage patterns inclusive of 410 varieties of Chinese medicines, of which, 18 varieties belong to the state's new medicine and 55 varieties belong to the state's protected Chinese medicine. A number of good brands such as watermelon frost compound, Sanjin tablet and Gutong plaster have been formed. Prepared Chinese medicines such as Yunxianjing, Jigucao capsule and Huahong granule have special curative effects. The production and sale volume of some of these products stand in the first place in China. Up to now, the pharmaceutical enterprises of Guangxi have completed the GMP improvement and endeavor to promote GAP plantation research and production base.
-----Foodstuff industry. Numerous varieties of tropical and subtropical fruits, vegetables, aquatic products and featured economic crops have provided with rich raw materials for the foodstuff industry of Guangxi. By now, a number of famous brands enjoying good reputation in home and abroad markets have been formed, including HAVLE foodstuff, Wuzhou Bingquan foodstuff, Liuzhou Golden Throat and Xiangshan Brand can etc. The production volume of canned products of Guangxi ranks the third in China.
Industrial Foundation: Agriculture
The unique geographical and climate characteristics of Guangxi provide with good productive conditions for the plantation, animal husbandry, fishery and forestry, giving rise to the competitive featured agriculture. Especially, sugar cane plantation has become the pillar sector for the agriculture and industry of Guangxi. Production of Chinese herbal medicines and growing of vegetables in autumn and winter have become the rising agriculture in Guangxi in recent years. The main fruits of Guangxi are Shatian pomelo, mango, banana, pineapple, litchi and longan. Among forestry products, the rosin production volume of Guangxi ranked the first in China, tung oil nut in the second and oil-tea camellia seed in the third. Guangxi has broad mountainous areas and temperate climate being suitable for growing forest, and thus the integrative development of forest, pulp and paper making enjoys the unique advantage.
Industrial Foundation: Tertiary Industry
In recent years, the tertiary industry of Guangxi undergoes rapid development and becomes one of the important factors that fuel the economic growth. From 2001 to 2004, the average year-on-year growth of tertiary industry of Guangxi was about 11% . In addition, the trades of wholesale, retail, transportation, postal service and warehousing etc. have formed certain scope. Finance, securities and insurance trades develop steadily and tourism has become a new pillar industry of Guangxi.
Advantage for Investment: Geographical
Guangxi has abundant natural resources that constitute to its advantages. It is on the sea-shore, river-shore and border-shore and located in the joint between China and ASEAN countries. Backing on southwest China and connecting with broad economic hinterland in south and central China, Guangxi enjoys unique and favorable geographical advantages. For years, Guangxi has been endeavoring to build up a passage to sea for southwest regions and strengthen the infrastructure construction. Presently, Guangxi is provided with good infrastructure.
Geographical advantages
Guangxi enjoys geographical advantages of sea-shore, river-shore and border-shore, being the meeting point of the East, Central and West parts of China mainland. It is the joint of South China Economic Circle, Southwest China Economic Circle and ASEAN Economic Circle. Guangxi is also the shortcut to sea for southwest and northwest regions and the important passage connecting Guangdong Province, Hong Kong, Macao and the west regions in China. In particular, with the establishment of China-ASEAN Free Trade Zone, Guangxi, as the pivot linking Southwest China, South China, Central South China and ASEAN market, will play an important strategic role in ASEAN market that possesses 0.53 billion population and the market in Pan- Pearl River economic circle that consists of 0.54 billion population.
-----The sea-shore advantages. Guangxi shares zigzag coastline but with only straight distance of 185 kilometers, being of 11.6% of the total coastline. From the east to west are distributed with Tieshan Port, Lianzhou Port, Sanniang Port, Qinzhou Port, Fangcheng Port and Pearl Port etc, which form coastline decorated with natural ports? There are altogether 21 ports of any size and scale, among which 5 ports including Fangcheng Port, Qinzhou Port, Beihai Port, Pearl Port and Tieshan Port are suitable for constructing 10000 tonnage berths. Their annual throughput for exploitation will reach over 20 million tons. The ports in Guangxi are featured with deep water, small waves and sheltering from wind and billow. They are not very far from Hong Kong, Macao and Southeast Asian ports. Beihai Port is 425 kilometers from Hong Kong Port; Qinzhou Port is 1338 kilometers from Singapore Port; Fangcheng Port is 151 kilometers from Haiphong Port of Vietnam and 1439 kilometers from Bangkok Port of Thailand.
-----The border-shore advantages. Guangxi has 8 counties (cities) that border on Vietnam. The existing frontier ports amount to 12, among which 5 ports such as Dongxing, Pinxiang, Youyiguan, Shuikou and Longbang belong to national ports of Class I. In addition, there are 25 border-trading markets. All frontier ports and border-trading markets are accessible by highways. It is only 18 kilometers from Youyi Passage of Pinxiang City to Lang Son City of Vietnam and 180 kilometers to Hanoi City, the capital of Vietnam. Xiang-Gui Railway links with Vietnam railways, which reach Hanoi City. The opening of border areas in Guangxi provides an ideal place for direct trading between China and Southeast Asian countries, bi-lateral, multi-lateral and transit trade as well as the development of export processing.
-----The river-shore advantages. Xijiang River, part of Pearl River water system, flows through Wuzhou, Guigang and other cities of Guangxi. Xijiang River reaches Yunnan and Guizhou Province in the west and flows towards the east and into sea via Guangzhou. The annual runoff of Xijiang River is 5 times as that of Yellow River and 4.5 times as that of Rhen River in Germany. There are 77 inland ports with annual throughput of over 10 thousand tons along Xijiang River within Guangxi boundary. After the improvement with major investment by the State, the transportation capacity of Xijiang River is next to Yangtse River, the largest river in China. Wuzhou City, at the upper reaches of Xijiang River, is a commercial inland port of Guangxi with long history. It is about 400 kilometers sailing from Wuzhou down to Hong Kong and Macao. Wuzhou Port is the sixth largest inland port in China. Xijiang River is a ¡°Golden Waterway¡± linking Yunnan, Guizhou and Guangdong Province as well as Hong Kong and Macao.
Advantage for Investment: Natural Resources
-----Mineral resources. Guangxi is rich in mineral resources, especially non-ferrous metals. Guangxi is the hometown of non-ferrous metals in China, where there are 145 known minerals, among which 97 has been verified of its deposits, accounting for 45.75% of the likes in China. The minerals that rank the top in China in verified deposits include manganese, antimony, heavy rare earth, hafnium, scandium, arsenic, limestone for making chemical fertilizer, piezoelectric quartz, agate, shale as compound for cement, clay bentonitic and so forth 12 minerals. There are 39 minerals which verified deposits rank from the second to the sixth in China, such as tin, vanadium, tungsten, niobate-tantalate, aluminum, zirconium, talc etc. In addition, there are 64 minerals of which the verified deposits rank among the ten tops in China.
-----Hydropower resources. Guangxi has many rivers flowing through with great hydropower reserve. The theoretical reserve is 21.33 million kw and the installed capacity for development is 18.97 million kw. Hongshuihe River is reputed as (Rich Mine) and ¡°Energy Treasure House¡±in hydropower field in China, being one of the three major hydropower bases of China enjoying the priority for development and the major part of ¡°West-to-East power transmission¡± project. Longtan Hydropower Station and Baise water conservancy project, as the key investment projects for the development of west regions in China, are being constructed.
-----Plant resources. Guangxi has numerous rare wilding species. The known wilding amounts to 8354 species, ranking the third in China. The state-protected rare and endangered plant species amount to 122, accounting for 31.6% of the total state-protected species and ranking the second in China. C. Nitidissma, Cathaya, Alsophila spinulosa and Shorea chinensis are categorized as state-protected class I plants. Guangxi has herbal medicine of 4623 species, ranking the second in China. The forest area in Guangxi is 9.82 million hectares with the cover rate of 41.33%.
-----Animal resources. The known terrestrial wild vertebrates in Guangxi amount to 929 species (subspecies), accounting for 43.3% of total in China. Among the wildlife, 149 species belong to state-protected rare animals, accounting for 44.5% of the total in China.
-----Marine resources. Guangxi has a number of natural bays in Beibu Gulf. It is rich in marine resources, being one of the four famous tropical fisheries in China. There are over 500 species of fish, 200 species of shrimps and 20 species of crabs as well as varieties of seashells, algae and other zobenthos. Hepu Pearls (South Pearls in China) that were reputed since ancient times are marine products from Beibu Gulf. 6400 km2 of shallow sea within 20-meter depth along the coastal line and 1005 km2 of shoal (inter-tidal zone) are favorable for marine aquaculture. Along the coastal line are 7200 hectares of mangrove, which ranks the second in China. The seabed of Beibu Gulf is a rich oil and gas basin with great potentials for exploitation.
-----Tourism resources. Guangxi is one of the tourism provinces in China. Within Guangxi, Guilin serves as the typical natural scenery with green mountains, clean water, fantastic caves and beautiful rocks. Silver Beach in Beihai City belongs to subtropical beach sightseeing. Sino-Vietnam border is embedded with unique and strong ethnic flavor. There are other cultural relics such as wall paintings in Huashan Cliff, Linqu Canal, Zhenwu Pavilion, JinTian remains of the Taiping Peasant Uprising. The national scenic spots include Lijiang River in Guilin City, Xi'an Mountain in Guipin City, Huashan Mountain in Ningming County. In addition, Beihai Silver Beach is enlisted into national holiday resort.
Infrastructure
-----Railways The railway network has connected the three major coastal ports of Guangxi and the neighboring provinces of Guangdong, Hunan, Guizhou and Yunnan. It can also connect ASEAN via Vietnamese railway network. The technical grade of the trunk railway of Guangxi is high, showing big transportation capacity.
-----Roads. The total length of highway is 58451 km, of which, the technical standards and traffic capacity are improved gradually. At present, the total length of expressway of Guangxi has reached 1011km, and the proportion of high-grade highway has been increased considerably. The highways at or above Grade II levels have connected all prefecture cities of Guangxi. From the capital city of Nanning, most central cities of Guangxi can be reached within 3-4 hours drive.
----- Inland river navigation. The total length of inland river navigation channel is 6157km, where the inland navigation channel of 1000t capacity along Xijiang River has been constructed connecting Nanning with the economic center of the Pearl River Delta, thus showing advantageous inland navigation conditions.
-----Airports. Within Guangxi, there have been built five civil airports, opening about 120 domestic and international airlines. By 2004, the airlines respectively to Hong Kong, Macao, Fukuoka, Seoul, Hanoi, Bangkok, Kuala Lumpur, Laoag etc. have been opened.
----- Ports. The three major ports of Fangcheng Port, Beihai Port and Qinzhou Port along the Beibu Gulf have 75 berths of various capacities (inclusive of 22 deep-water berths of over 10000t capacity). The total handling capacity reaches 21.00 million tons. The ports are connected with expressways and railways, being equipped with competent port service system. Currently, the three major coastal ports of Guangxi are in close business relationship with the ports of many countries and districts of the world.
-----Telecommunication. Guangxi has been provided with complete modern communication network. Various communication services have covered the whole Guangxi. By now, the rate of installing fixed telephone in towns and cities has reached 95.7% while that of mobile telephone has reached 44.9%. Communication services are of complete classes as well high efficiency, reliability and security, providing with satisfactory business communication services.
