　　建设规模为80万吨的乙烯生产项目，建设期为3年，建设内容主要是一套年产80万吨乙烯和40万吨的乙烯裂解装置，并附带有一系列的乙烯下游生产装置。

　　我国现有的乙烯产量远远不能满足国内的乙烯消费量，2004年，中国的乙烯产量为650万吨，而需求量高达1500万吨，进口依存度高达57％，在今后一段时间里，我国国民经济将以较快的速度发展，这必将带动乙烯需求的继续增加。由于我国人口众多，而目前的乙烯消费基数较小，因此具有较大的市场潜力和发展空间，我国乙烯产品市场需求将稳定增长，我国乙烯行业仍有很大的发展潜力。

　　七、建设优势条件分析：
　　钦州港交通便捷，集疏运条件良好。有数条铁路与高等级公路均再次交汇，进港铁路已直达码头作业区，进港一级公路与桂海高速公路直通；港区通讯、供水、供电、生活设施配套齐全，海关、商检、船代等涉外机构均设有服务处。

    　项目总投资300亿元人民币，本项目由投资业主全额投资建设或控股投资建设（具体投资比例可洽谈确定），如投资业主需要，开发区政府可为业主联系、协调商业贷款事宜。

　　3. General introduction of sponsor: Guangxi Qinzhou Linhai Industrial Investing Co., Ltd.
　　3.1 The situation of organizing structure: As the sponsor of the project, Guangxi Qinzhou Linhai Industrial Investing Co., Ltd. is a state-owned enterprise totally invested by Qinzhou Economic Development Zone Management Commission. The company acts as an agent of Qinzhou Economic Development Zone Management Commission for the construction and management of municipal public facilities and the management of state-owned assets.

　　4. Construction scale and content of the project::
　　An 800,000 ton/year ethylene project is to be constructed and the term for construction is three years. The content of construction includes a set of equipment for yearly production of 800,000 tons ethylene and a set of cracking fittings for yearly production of 400,000 tons ethylene and the attached series of later-stage manufacturing fittings of ethylene.

　　6. Market foreground & economic benefit analysis:
China's current output of ethylene is far from meeting the domestic consumption of ethylene. In 2004, China's output of ethylene was 6.5 million tons, but the demand reached 15 million tons. 57% of ethylene needed import to meet the demand. Within a period in the future, China's national economy will develop at a high rate, which will further promote the demand of ethylene. With a large population, China's consumption of ethylene is still comparatively small; therefore there is much market potential and large space for development. The market demand of ethylene products in China will increase stably and there is much potential for development in China's ethylene industry.

　　7. Analysis of advantages for construction:
　　With convenient traffic, Qinzhou Port is good in transportation. Many railways and highways cross here, inward railways can reach the operating zone of the port, and the inward first-class highway reaches Guilin-Beihai Highway; the port is fully equipped with facilities for communications, water supply, electricity supply and daily life, and foreign-oriented institutions such as customs, commodity inspection institutions and shipping agencies set up service offices here.

　　8. Total investment of the project and fund raising scheme:

　　The total investment of the project is 30 billion RMB yuan, and the project is totally invested by the investing party or invested by several stockholding parties (the concrete percent of investment can be discussed). If necessary, the government of the Development Zone can contact the operations and apply commercial loans for the investing parties.
